The first election process for the CiLN Advisory Panel was carried out in September 2021. To ensure some continuity in the panel membership, it had been decided for the first election only, five panel members should remain. Their term would be one year. In addition, there would be three new panel members elected on, whose period would be two years. This would ensure each year there was a mix of new and existing panel members.
What was the outcome of the election?
Nominations for the three positions on the Advisory Panel closed on 17 September 2021 and two nominations were received. Voting was therefore not required.
What about the 5 positions that current Advisory Panel members were going to fill?
Six candidates wished to stand for the five positions that current Advisory Panel members would fill, and voting was due to commence on 1 October 2021. However, because only two nominations were received for the three positions, one position was vacant. This position has been filled by an Advisory Panel member who wished to stand for election. Therefore, voting was not required for these five positions.
What is the makeup of the Advisory Panel?
The Advisory Panel consists of nine members, comprising six current Advisory Panel members (one-year term), two newly elected members (two-year term) and one appointed member (one-year term), all with equal voting rights. There are also the following
ex-officio positions:
- Ministry of Health liaison; this role is held by a clinician, employed and nominated by the Data and Digital Directorate at the Ministry of Health (voting rights as a clinician, not on behalf of the Ministry of Health)
- Network Co-ordinator, who is provided by HiNZ (no voting rights)
- Community Platform Lead, who is provided by the Advisory Panel (no voting rights)

- Steve Earnshaw, Chief Clinical Information Officer, 3DHBs
- Tamzin Brott, Chief Allied Health, Scientific and Technical Professions Officer and Covid-19 Executive Lead, Waitemata DHB
- Kate Yeo, Deputy Chief Nursing Officer at Waikato DHB
- Emily Gill, General Practitioner, Bay of Plenty DHB and University of Auckland
- Nathan Billing, Information Management Analyst, Auckland City Hospital (ADHB)
- Karen Shaw, Clinical Informatics Manager, Wairarapa DHB, Hutt Valley DHB and Capital and Coast DHB
- Mat Bailey, Intensive Care Physician and Clinical Informatician, Hawke’s Bay District Health Board
- Jerome Ng, Chief Strategic Advisor, Pharmacy Council of New Zealand
The status of the ex-officio positions is as follows:
- The Ministry of Health Liaison is Becky George, Clinical Director, Ministry of Health
- The Network Co-ordinator is Nic Quilty, HiNZ Sector Engagement Manager.
- The Community Platform Lead is Nathan Kershaw, anaesthetist and UK Digital Health Fellow
