Hira: Your health in your hands
What it means for health and disability providers, clinicians and consumers

New Zealanders deserve a health and disability system that works in a joined-up way and is easy to access. Hira will enable this by transforming the way health information is accessed and fundamentally changing how people interact with health services. As a first step, Hira will allow a person’s health data to be drawn together from a range of trusted sources to create a ‘virtual electronic health record’. This will ensure that New Zealanders and their health providers have easy access to up-to-date and complete information, in the right context and at the right time. Over time, Hira will become an ‘ecosystem’ of secure and trusted data and digital services as innovators build new data services and functionality. This will enable joined-up delivery of health and wider social services and catalyse the development of new, digitally enabled models of care.

Darren Douglass

Group Manager Digital Strategy and Investment, Data and Digital Directorate, Ministry of Health

Darren joined the Ministry of Health in 2016 to follow his passion for enabling health outcomes through the use of technology. Darren developed the Ministry’s Digital Health Strategic Framework, has been the product owner for the NZ COVID Tracer app and led the development of the investment case for Hira.

Darren has been a leader in strategic planning and IT implementation in health for close to 30 years. After holding a number of industry project and general IT management roles delivering clinical and patient management systems across the UK, he worked across the New Zealand health sector in DHBs and shared service agencies, most recently HealthShare in the Midland region.

Becky George

Clinical Director – Hira Programme, Data & Digital Directorate, Ministry of Health

Becky has 20 years of Occupational Therapy, clinical informatics, and leadership experience across the health and disability system. Her work with the Office of the Chief Clinical Officers, HiNZ and CiLN has been particularly valuable in building connections with the workforce, provider and industry partner communities. As Clinical Director for Hira, Becky is providing clinical leadership and expertise to inform strategy, design, and implementation of capabilities. Her responsibilities include providing leadership for a clinical reference group, clinical interpretation and oversight of content and communications, and helping set strategic direction. One of Becky’s key priorities is to make sure the clinical workforce is onboarded and engaged fully so that Hira can reach its full potential.

Having spent 18 years abroad in the UK and Australia, Sarndrah has built experience around future-proofing organisations against the pace of technology change, aware of the risks inherent with major operational shifts, and the importance of security and risk management.

Key highlights include transforming a national regulator into a future-fit organisation by architecting a major business and digital transformation program, being an independent reviewer to several key health regulatory organisations globally and leading several key organisational change programmes across the UK Government and NHS organisations.
