Synopsis

Te Rangapū Tiriti – a new approach to partnership in the digital age

Health inequities are unfair, unjust and avoidable. In Aotearoa, the most significant and pervasive health inequities exist between Māori and non-Māori. Many historical and current factors contribute to Māori health inequities including: colonisation and Te Tiriti o Waitangi breaches such as the confiscation of whenua (land) and the attempted eradication of Māori culture, beliefs and language; perpetual monoculturalism in the health system and service delivery; systemic racism; and wider social determinants.
 
Whakamaua the Ministry of Health’s Maori Health Action Plan (2020-2025) sets out the government’s direction and action for Maori health advancement with a significant emphasis around the Te Tiriti being a foundation to drive systemic change. It reinforces that achieving equity for Māori is not a choice, but a Health and Disability system obligation.
 
The name ‘Te Rangapū Tiriti’ is a literal translation of ‘The Treaty Partnership’.  The rōpū will determine an appropriate name that symbolises the equal partnership between Māori and the Crown in moving towards a shared vision of Pae Ora, healthy futures for Māori and all New Zealanders.  
 
Te Rangapū Tiriti is an active partner and shares power in decision-making, planning and monitoring across critical digital enablement projects (partnership projects) and the Hira programme.  The partnership will be agreed between the two parties in Te Rangapū Tiriti and captured in a Māori Digital Enablement Equity Work plan.

Jade is a social innovator who is passionate about equity and creating impact at scale. She has an eclectic background in co-design; Māori, child, youth and women’s health; strategic leadership; service design; and education.  Jade has co-designed a number of services and programmes in primary and secondary care including Whare Ora - healthy homes; Hapū Wānanga ki Waikato; Harti Hauora Child Health Assessment programme; and the Midland Safe Sleep Programme.  Nationally she led the establishment of education and support programmes targeting rangatahi Māori for whom the education system is failing. 

Jade joined the Ministry of Health, Māori Health Directorate as Chief Advisor Pae Ora in 2020 to drive system-level change and influence pro-equity and Tiriti in health system planning, design and delivery.  Jade is currently leading the Equity By Design Tools Project to develop new and innovative equity tools and solutions for the health sector and was the lead designer of Te Rangapū Tiriti.
