National Data Platform to ‘simplify and unify’ data environments

Te Whatu Ora has released a call for Registrations of Interest (ROI) for a partner to design and implement a National Data Platform, which will “simplify and unify” the health system’s data environments.
The ROI document says Te Whatu Ora is “seeking to establish a nationally consistent system of data capture, analytics and intelligence that supports the use of health intelligence and insights to ensure equity of access and outcomes from all health services across Aotearoa New Zealand”.
Core to this is a federated data platform, made up of a suite of integrated technology products, which has at its centre national datasets organised into an integrated, conformed data model, called a National Data Platform (NDP), it says.
“At its periphery will be self-governing zones where Te Whatu Ora, its districts and regions, Te Aka Whai Ora and potentially other organisations can manage their own data, complemented by data sharing to and from the central data model.”

The ROI says the platform will provide nationally-extensible data ingestion, storage, transformation and cataloguing tools, with connectivity to core business intelligence tools.
The platform will be accessible to Te Aka Whai Ora, Te Whatu Ora and Manatū Hauora, with potential to scale to other healthcare organisations such as primary and community providers, Whaikaha, Te Aho o te Kahu and other NGOs to supply, access and connect data.
“We require a suite of tools which integrate well with each other and enable connectivity to a range of other tools (BI, AI, data science) and existing district data environments, to make data sharing and analytics easier as districts and other health sector organisations connect or migrate to it,” the ROI document says.
The aim of the platform is simplify and unify the health system’s data environments, which will reduce cost and duplication.
Also, to accelerate access to health system data and enable secure, easy connectivity to modern analytics tools.
It will allow the system to better understand patient journeys, as well as identify and address pressure points.
“The establishment of a NDP is a crucial enabler in the context of the health system reforms and forms part of a suite of related initiatives already underway on matters of data governance, data standards, and identity and access management,” the ROI says.
Information gathered through the ROI process will inform a business case for the platform, with a Request for Proposal due early next year. Work with the selected partner is expected to start in March 2023 under a one to two year contract.
