Changes to delivery of Hira Programme

SECTOR UPDATE - Te Whatu Ora

The Hira was established in October 2021 with the approval of the Tranche 1 business case by Cabinet. It remains a highly relevant and important enabler of the health reforms with its focus on improving equity through access and personal control of trusted health information.

Since the start of this year Joe Milich has led the Hira transition from approved Tranche 1 business case approval, through programme establishment and building toward the key deliverables this year.

System reform, the formation of Te Whatu Ora and the emerging Data and Digital operating model has changed the context within which Hira is being delivered. This change, combined with recent reviews of the Hira programme, have provided the opportunity to refine the approach Hira is taking and align responsibility for delivery of the technology platforms and enabling capabilities that Hira requires to broader changes across Data and Digital within Te Whatu Ora while maintaining momentum.

With these changes, Joe has decided it is time for him to move on and we farewell Joe with thanks for his commitment, skill and passion in establishing the programme to this point.

Ray Delany will start as acting Hira Programme director from 19 September 2022. Ray has previously held senior roles including district health board chief information officer and group manager, Ministry of Health and is well known to many in the sector.
