Key Takeaways: - The key driver of the health sector reforms is to deliver better health outcomes for all New Zealanders, with a particular focus on addressing the inequities in our current system.
- Partnerships, collaboration, and unity of vision between the different entities making up the new health system will be critical to its success. This includes partnerships and collaboration between the Ministry of Health, Health New Zealand, the Māori Health Authority, Iwi-Māori Partnership Boards, and public and private health care providers across the health system.
- There is a significant opportunity for the increased adoption and leveraging of technology and digital solutions as a key enabler to the achievement of better health outcomes.
- It will be important that there is an openness and willingness to consider innovation and/or a different approach to how things have been done previously, including re-thinking our traditional approach to risk aversion – ie while an approach may involve certain risk and a certain level of trust between the relevant parties, this may also result in greater long-term benefit for the health system.
- It will be important there is a focus on spending each dollar better - ie not just a focus on the cheapest solution, but developing long-term strategic partnerships with key suppliers.
- To build quality infrastructure at a fast pace, Health New Zealand and the Māori Health Authority will need clarity of budget and delegations, and to be empowered to move forward with the key infrastructure projects efficiently.
- As part of the early stages of the inception of the new health entities, it will be key for these entities to establish their respective responsibilities and accountabilities, and a plan of action as to how these will be fulfilled, including providing transparency to the health sector in this regard.
