National breast screening solution tender released

The Ministry of Health has gone to tender for the BreastScreen Aotearoa (BSA) ICT Replacement Solution contract.
The BSA solution will include a Breast Screen Register, which will be an extension to the existing National Screening Solution (NSS), based on Salesforce technology. It will also involve Radiology Information System (RIS) capabilities.
The Ministry would prefer an end-to-end solution, the Request for Proposals (RFP) says.
The new solution will replace the Concerto BreastScreen (cBS) system which is used to identify and enrol patients, as well as schedule appointments, support screening and manage results.
The RFP describes it as “a unique opportunity to support the national breast screening programme with technology solutions which will support improved equity in screening access, enhance screening participants’ experience and improve health outcomes for New Zealanders”.
The Ministry partnered with Deloitte in 2019 to build the NSS and its first iteration, as the Bowel Screening Register, went live in September 2020 at Hauora Tairâwhiti.
While initially built to support the National Bowel Screening Programme, the platform was designed for use by other screening initiatives, including breast and cervical.
In 2020, the NSS was also rapidly repurposed to develop the National Contact Tracing Solution, which stores case and contact details linked by Covid-19 exposure events, and supports contact management.
The BSA solution will be used nationwide and the supplier will deliver it as well as provide ongoing operational management and support.
The successful supplier is expected to complete design of the new solution by October 2022. The support contract for the NSS component will initially be until January 2026, with four two-year renewals ending in January 2034.
“We are seeking provider(s) who are capable of implementing the BSA ICT Replacement Solution(s) within the scale and complexity of the New Zealand health sector and integrating it with specialised health information systems across New Zealand,” the RFP says.
