Synopsis

ELGA – the Austrian Electronic Health Record: A Political and Technical Challenge

The Austrian Electronic Health Record ELGA (“Elektronische Gesundheitsakte”) is embedded in a health IT infrastructure which was built on the occasion of the national ELGA program & law and started in December 2015. About 190 public hospitals and ambulatories are connected already. In the future the ELGA infrastructure will enable e-Health and telemedicine applications. Additionally ELGA has to comply with the relevant international standards, esp. IHE & HL7 / Clinical Document Architecture. The principal challenge of ELGA lies, however, in organizational and procedural questions as well as in raising confidence and acceptance for this new electronic health management tool. The political goal is to enhance patient safety and patient autonomy through access to personal health data, e-medication, electronic vaccines card or disease management records.

Dr Susanne Herbek
Senior Citizens Officer of the City of Vienna
Chief Physician of the Vienna Social Fund

Susanne Herbek has graduated with a Doctors degree of medicine and a university continuing education in hospital management. Based on a practical medical training at hospital she was part of medical management at Hospitals Association Vienna and Health Planning at the City of Vienna. Until 2009 Drin Susanne Herbek was assigned as Director of 12 hospitals of the Viennese Hospital Association. Since 2010 she has been in charge as Managing Director of ELGA GmbH - the agency responsible for implementing Austria's Electronic Health Record. Today she is appointed Senior Citizens Officer of the City of Vienna and Chief Physician of the Vienna Social Fund.
