Position: Manager, Maori Health

Purpose: To provide leadership and strategic direction, with a focus on helping the Company document and achieve a strategic plan for Maori Health; to build strong relationships with key stakeholders, to provide leadership to a team of committed Maori health professionals, to be involved in quality management, and to contribute to the achievement of Waitemata Health’s organisational and business plan objectives.



Nature and Scope of Responsibilities

Key Responsibilities Expected Results
1. Senior Management Team Members

To make a positive contribution to the management process.



  • Develop a shared vision with the senior management team for the direction of the Company for Maori Health.
  • Constructively participate in the development of goals for the senior management team as an entity.
  • Evolve and implement strategy in association with the CEO, other executives and directors.
2. Strategic Role

To complete a strategic plan for Maori Health advancement within and by WHL [Waitemata Health Ltd] for its service areas.

Year 1 Objectives to June 2000

  • Prepare a census and inventory of existing competencies, experience and location of all WHL staff who are currently identify as Maori.
  • Identify competencies, teamwork and support systems (including information systems, communications, HR and recruitment, kaumatua and kuia roles) required by staff to move forward.
  • Identify appropriate facilities including whanau space and icons.
  • Develop strong relationships with key stakeholders as well as interfaces and opportunities with other providers including Maori for Maori services.
  • Identify appropriate support processes for non-Maori WHL staff to participate as appropriate towards the goal of improving Maori health.
  • Assess current use of services by Maori, perceptions of service, aspirations for service required, feedback mechanisms.
  • Align where necessary to the HFA’s national purchasing policies on improving Maori health and mainstream enhancement.
3. Operational Role

To guide WHL Maori health professionals to provide the quality health care services and same opportunity for both Maori and Non-Maori to enjoy health.



  • Establish appropriate structure for the development of Maori Services within WHL.
  • Develop ideas on how governance could be achieved and how the service structure could reflect an operational focus.
  • Develop support structures for Maori staff.
  • Establish quality service delivery to Maori supported by quality systems.
  • Investigate Maori models of practice.
  • Better utilisation of existing resources for Maori who are a high risk group.
4. Planning and Budgeting Process

To constructively contribute to the development of the annual business plan and strategic plan and budget.



  • Participate in the strategic and business planning processes, documenting Maori Health strategic plans.
  • Complete a budget for the 99/00 activities.
5. Contract Compliance

To ensure the provision of Maori services is in compliance with obligations outlined within the purchaser’s contract, ensuring Waitemata Health is not exposed to unnecessary costs.



  • Ensure compliance with reporting requirements to enable timely collection of payment from purchaser.
6. Information Systems

To identify support systems to improve the effectiveness and efficiency of Maori health care delivery.



  • Ensure information systems are available to support, to track, monitor and measure progress in improving Maori Health.
7. Staff Management

To ensure motivated and skilled staff are attracted and retained to meet the short and long-term business requirements.



  • Ensure appropriate training and development of staff occurs.
  • Establish performance criteria for staff and ensure regular appraisal occurs, providing praise and/or guidance as required.
  • Maintain positive working relationships with staff, ensuring early and effective resolution of conflict, and minimising opportunities for personal grievances to be taken against the Company.
  • Provide leadership and guidance in line with Waitemata Health’s culture and team philosophy.
  • Ensure adherence to Company human resource policies and procedures.
